Born and raised in San Francisco, Vicki joined the Sheriff’s Department in 1975 and quickly rose through the ranks, becoming the youngest Captain in California law enforcement in 1983 and Chief Deputy in 1997.

In 2008, Vicki was appointed by Mayor Gavin Newsom to be Director of the San Francisco Department of Emergency Management, where she directed 911 emergency response for police and fire. She designed and implemented incident response procedures to protect people, property and the environment in emergencies and disasters. She served as interim Sheriff in 2012, appointed by Mayor Ed Lee.

Vicki’s family is deeply rooted in San Francisco history. She and her husband, Jim, a retired San Francisco mounted police officer, raised their two adult children here, and she was active on the governing and athletic boards of their schools. Vicki is committed to balancing criminal and social justice and seeks the opportunity partner effectively with public safety, rehabilitation providers and victims’ advocates to keep our City safe.
